Want to know if anyone else has had this problem and if so, what a solution is. Just this year our water is coming out not in a smooth flow but instead just bursts of water every second or so, but if i hook up a bucket of water to the line that you use to winterize it flows perfect.

I am not sure, happens to us also but clears up after a bit. I have thought about adding a Surflo accumulator tank to keep a head of pressure on the system.

My guess would be a cracked/damaged/loose line or fitting between the pump and fresh water holding tank, allowing the pump to suck air.

Check the position of the valve on the pump. In one position it will take the liquid through the hose out of a bucket or antifreeze bottle. In the other it will not.

Basically everything you discribed indicates a worn fuel pump. those are symptoms that anyone who has replaced a fuel pump have delt with before.its not your filter or anything else besides the pump and regulator.
