Hot Water in the Cold Water

Hello,

This is our second year with our R-Pod.  After winterizing and de-winterizing it, I've noticed that after I run the cold water a bit, it gets hot, then cools down again.  I'm 99% sure this isn't water in the city water hose outside the trailer going through the system.

I've checked and re-checked the valve positions - the top and bottom are open, the middle is closed.  Did I just not notice this last year, or have I done something wrong?
