How do I test a converter with a multimeter? Where do I place the leads?

If you are checking for a 12 volt charge it can be read at the battery terminals. It should read above 12 volts when charging. I would unplug the 110 cord and run some DC light to slightly discharge the battery then plug it back in and check to see if its charging at the battery. I have had problems with the converter several times and needed to solder the PC board where the positive cable connects. The 30 amp converters can't handle a lot of charging and discharging. I upgraded to a lithium battery and converter and really like it but it was very spenddie.

Battery is not charging at all. and I don't hear the converter fan coming on. So does that mean its definitely the converter?

Sounds like the converter. Doesn't mean its bad. You need to check the A/C circuit breakers first see if the converter breaker has tripped. If so reset it. Then check the DC fuses to see if one is blown. I don't have it front of me but I think the fuse for the battery is 30 amp. Sometimes hard to see if blown so use your multi meter on the fuses. If all good its the converter most likely. Its not too hard to pull it out and reinstall and its most likely that solder connection on the circuit board is bad. If you are good with soldering its an easy fix. I think its a good idea to replace the converter for reliability though. I have ruined a few batteries because of a bad converter.

P.S. Rule of thump: don't reset a circuit breaker or fuse more than once without further trouble shooting.

ACF, You have been connected to 120 and battery is not charging, convertor CB is ON. Have you owned RV long and have you ever connected battery cables wrong? The battery is hooked up correctly. The first place to check is the polarity fuses., inside open convertor door and they are the large fuses on left, they are 40A fuses next to the DC fuses. Pull them, check them for continuity. With the fuses out , measure the DC volts at the ground lug and the VCC lug (big red one) at the DC fuse side. You may have to remove front panel to access. Functioning Convertor will be over 13 volts. Another quick convertor check is to disconnect battery, make sure + can't short anywhere. Plug into 120, turn convertor ON, turn on your 12V stuff. A functioning convertor can run your 12V stuff without a battery. If that works check your battery.
