We've done the DC KOA a few times.  Not bad overall, they have a shaded area if you request it.  Not cheap.  About a 20 minute drive to the end of the Metro.  Its to the east of DC, in MD.
 
I know there is a state park south of DC which is cheaper, I think in VA.

Pohick Bay has a good campground and access to water and hiking.   If you want to travel a little further and don't mind not having hookups, Big Meadows on Skyline Drive is one of my favorites as it has showers and great hiking.

I know this topic is old but for future reference I thought I'd share our experience. We tented for 2 nights at Cherry Hill in College Park, MD this past June on our way to Cape Cod. It was in the mid-high 90s the 3 days we were thereUnhappy . The rv sites are tight but it is the closest camping to the sites of DC. They shuttle you to the Metro station for a price off-season (I think it's free during peak). They have 2 decent pools and a pretty nice store w/a decent amt devoted to camp/rv gear. The showers were clean and the little pool restaurant was decent, but the rv sites are extremely close together (tent sites are bigger but you can hear the noise from the interstate).
